What Is Emergency Management?
Emergency management is how we prepare for, respond to, and recover from disasters—whether it’s a tornado, flood, fire, or public health emergency. It’s a team effort involving local officials, first responders, volunteers, and YOU. Together, we follow five key phases to protect our community.
The 5 Phases of Emergency Management
1. Prevention
Stopping disasters before they happen.
We work to reduce risks—like inspecting buildings, improving drainage systems, and promoting fire safety—to prevent emergencies from occurring in the first place.
How you can help:
- Report unsafe conditions
- Follow local safety guidelines
- Support community health initiatives
2. Mitigation
Lessening the impact of disasters.
Even when we can’t prevent a disaster, we can reduce its damage. This includes things like floodplain management, storm sirens, and strengthening infrastructure.
How you can help:
- Elevate your home if you live in a flood zone
- Install smoke detectors and weather radios
- Learn about your property’s risk level
3. Preparedness
Getting ready before disaster strikes.
We train emergency personnel, run drills, and educate the public. Preparedness means having a plan and knowing what to do.
How you can help:
- Create a family emergency plan
- Pack a “go bag” with essentials
- Attend local preparedness events
4. Response
Acting quickly to protect lives and property.
When disaster hits, we activate emergency services, open shelters, and coordinate rescue efforts. Every second counts.
How you can help:
- Follow instructions from local officials
- Check on neighbors
- Volunteer with local response teams
5. Recovery
Helping our community heal and rebuild.
After the emergency, we focus on restoring homes, businesses, and services. Recovery can take weeks, months, or even years—but we do it together.

- Support local recovery efforts
- Apply for assistance if needed
- Share your story to help others
